From citizen language to usable democratic signal
A mature Count & Deliver system must do more than collect submissions. It can help citizens, researchers, journalists, and officials see common themes and shared concerns across thousands of individual priorities.
- Now: transparent keyword-based grouping assigns verified priorities to broad themes and ranks them by popularity.
- Next: human-reviewed analysis tools can help merge similar priorities, detect duplicates, summarize areas of agreement, and show confidence levels.
- Later: Machine-assisted drafting tools may help human policy experts prepare clearly labeled model policy language for top verified themes, with citations, jurisdiction notes, fiscal questions, and human review before publication.
