How a submission becomes a public signal.
Count & Deliver is a functioning public civic experiment. People can submit priorities today, and those submissions are collected, verified, reviewed, and organized using transparent methods.
1. Intake
Collect minimum useful data: email, coarse location, category, priority text, consent.
2. Verification
Confirm email and apply anti-abuse checks before public counting.
3. Moderation
Remove spam, threats, personal attacks, duplicates, and non-actionable content.
4. Aggregation
Publish approved counts with limits, categories, dates, and participation context.

Count & Deliver does not yet claim that participation represents a scientific sample of society. Early dashboards are participation signals, not population mandates. The purpose of this public prototype is to openly test, improve, and evaluate whether more trustworthy systems of civic listening can be built.
